Graham Williams joined Sternberg, Naccari, & White’s litigation and business teams in 2020 and was named a partner in the firm in 2023. After five years at a large New Orleans firm, Graham chose to further his career in SNW’s energetic and entrepreneurial setting.


Graham’s general business and litigation practice focuses on complex commercial conflicts, real estate disputes, partnership disputes, and director and officer issues. He also consults businesses on corporate governance and employment issues.


Graham has represented a wide array of clients in various industries and stages of growth. Among his representative matters, Graham frequently handles cases involving allegations of racketeering, breach of contract, unfair trade practices, misappropriation, and fraud. Graham’s clients have appreciated his pragmatic approach to their legal issues, as he integrates the case within the client’s business practices to understand the business needs of each specific client. Graham’s litigation experience has taken him across the state, litigating business and joint venture issues in state and federal court, including appeals courts and bankruptcy adversarial proceedings.


A significant portion of Graham’s practice involves handling enforcement actions and compliance issues for owners and operators of short-term rentals (STR’s) in New Orleans. STR owners and operators face a complex regulatory landscape, and Graham stands ready to assist them with complicated compliance and land use issues. Graham frequently publishes updates and guidance on STR legislation.


A New Orleans native, Graham received his B.A. from the University of Virginia before returning home to New Orleans to pursue his J.D. from Tulane University. During his time at Tulane Law, he served his classmates as Executive President of the Student Bar Association. Upon Graham’s graduation, the president of Tulane recognized Graham with the prestigious Tulane 34 Award. In 2023, Graham was recognized as one of the Top 40 Young Lawyers by the Louisiana State Bar Association’s Young Lawyer Division. Graham was named a Rising Star by Super Lawyers in 2024.


Graham is a passionate advocate for community and social causes. Graham currently serves as President-Elect of the Young Leadership Council, where he has co-chaired the popular Wednesday at the Square concert series to support the city’s cultural economy. Graham also serves on the Livability Committee of the French Quarter Management District. An ardent supporter of diabetes access to care and education, Graham serves on the New Orleans Community Leadership Board of the American Diabetes Association. Graham’s personal passions include running, trying new restaurants, and studying wine.

New Orleans City Council Changes Commercial Short-Term-Rental (CSTR) Rules

On Thursday, June 8, 2023, the New Orleans City Council passed what may be it's last of a series of Interim Zoning Districts (“IZD’s”) targeting the Short-Term Rental (“STR”) industry. The Motion and Amendment, both proposed by Councilmembers Morrell and Harris, passed the council unanimously. Among other limitations, the IZD prohibits new Commercial Short-Term Rentals (“CSTRs”) anywhere in the City.

In a hotly contested vote on Thursday, March 23, the New Orleans City Council created all new regulations for Non-Commercial Short-Term Rentals (“NCSTRs”). While the new rules had been expected for some time, the vote confirmed some concerning realities for NCSTR owners: a lottery will be held to determine which owners can operate NCSTRs— the regulations state that there can be only one NCSTR per city block. While a proposal for two “special exceptions” per block was later approved, the change is a sea change for NCSTR owners.
New Orleans City Council Bans Some Commercial Short-Term Rentals (STRS)

On Thursday, February 2, 2023, the New Orleans City Council voted 5-0 to create an Interim Zoning District (“IZD”) that prohibits the use of a Commercial Short-Term Rental (“CSTR”) in certain neighborhoods and certain zoning.
